Lammie Accepts Appointment as Endowed Chair of Civil Engineering at West Point
The United States Military Academy Department of Civil and Mechanical Engineering is proud to announce the appointment of James L. Lammie as the initial Class of 1953 Endowed Chair of Civil Engineering. The appointment is particularly meaningful as Jim Lammie is a member of the USMA Class of 1953. He brings a wealth of civil engineering experience at the highest level of the business world to the civil engineering program at West Point.
Jim Lammie served as president and chief executive officer of Parsons Brinckerhoff Inc. from 1990 to 1996. During his 50-year career, Jim has been recognized throughout the industry for his leadership, innovation, and accomplishments in engineering, construction, military and academic settings. This professional recognition includes Jim's election, in 1993, to the National Academy of Engineering-one of the highest professional honors in the engineering world. He chaired the NAE Civil Engineering Section from June 2001 to July 2003. In 1996, Jim was elected to honorary membership in ASCE, the society's highest honor, and was also appointed to a second three-year term in the Executive Committee of the Transportation Research Board, which ended in January 2000. He was elected to the National Academy of Construction in 2001. Jim received the honorary degree of Doctor of Engineering from Purdue University in 1997. In 2001, he was a recipient of ASCE's Outstanding Projects and Leaders (OPAL) Award for Lifetime Achievement in Management, and in 2002 he was elected to the American Public Transit Association Hall of Fame.
Jim has been actively involved in many of the world's largest transportation projects. He served on the joint venture board of control for both the Central Artery/Tunnel ("Big Dig") Project in Boston and the Superconducting Super Collider (SSC) in Texas -- both multibillion-dollar projects. Jim's project experience in high speed rail included both the Taiwan High-Speed Rail System, and the Railtrack West Coast Route Modernization in London. Jim served as the project director for the general engineering consultant joint venture on the MARTA mass transit system in Georgia. On the MARTA project, Jim was responsible for in-house design, design management of architect/engineer station-design teams, construction and procurement management, quality control design services during construction, master scheduling, and designated cost control/cost engineering functions. Jim brings a level of real world project experience and business expertise to the program that is unmatched by any other faculty member. Jim will teach the CE400 Professional Practice of Engineering course to the cadets who major in civil engineering. He will also conduct faculty seminars, assist with course development, consult on how best to implement provisions of the Body of Knowledge into the curriculum and assist with the CE Program Advisory Board.
Jim is no stranger to the Army. Prior to joining Parsons-Brinckerhoff, Jim served 21 years in the U.S. Army, and retired as the San Francisco District Engineer in August 1974. Some highlights of his military career included serving as the Commander of the 14th Engineer Battalion in Viet Nam and Director of Management Programs at the Industrial College of the Armed Forces. He also served as a management consultant on a ten-man Special Review Panel in the Office of the Chief of Staff, in charge of the development of a reorganization plan for the management structure of the Department of the Army. The Endowed Chair of Civil Engineering was presented as a class gift from the USMA Class of 1953 during their 50 year class reunion at West Point in May 2003. Jim's appointment will commence on July 1st.
